U.S. MARSHALS ADD DEADBEAT DAD AND GIRLFRIEND TO 15 MOST WANTED LIST

U.S. Marshals have added “deadbeat dad” Byron Keith Perkins and his girlfriend Lea Ann Howard to their 15 Most Wanted fugitive list as they increase the effort to track down the man who promised to donate a kidney to his ailing son, but skipped town instead.

This callous act resulted in his being dubbed the “most hated man in America.



“This case was made one of our priorities because of the urgent nature of the situation. The life of this man’s son is in jeopardy unless he gets this kidney transplant,” said Robert J. Finan II, Assistant Director of the U.S. Marshals Investigative Services Division.

Perkins (37) was allowed to leave jail in January after he convinced authorities that he was going to donate a kidney to save the life of his desperately ill son. He was in jail awaiting sentencing on a gun and drug conviction for which the minimum jail term is 25 years. A career criminal, he had previously served seven years for bank robbery.

Marshals believe Perkins is traveling with his girlfriend Lea Ann Howard (36). They were last
seen driving in a 1994 blue-green Ford Crown Victoria with Kentucky license plate 784-BHS. There have been reports that the fugitive couple might have fled to Mexico where they were allegedly sighted near Puerto Vallarta. Both Perkins and Howard have criminal records involving drugs and weapons, and Howard has a prior conviction for solicitation to murder.



“I’ve dealt with many unsavory characters during my career, but this one is particularly vile. His
own son’s life is at stake here,” said U.S. Marshal Ronald “Rick” McCubbin.

Byron Keith Perkins, alias Eric Perkins, is a white male, height 6”3”, weight 240 pounds. He has
brown eyes and hair, and a medium complexion. He has tattoos on both his left and right forearms, upper arms and shoulders.

Lea Ann Howard. alias Lea Ann Spradlin, Lea Ann Alford, and Lea Ann Perkins, is a white
female, height 5”7”, weight 120 pounds, with blue eyes, brown hair and medium complexion. An insulin dependent diabetic, Howard also has a stab wound scar on her back and wears glasses. Howard is wanted by the U.S. Marshals for unlawful flight to avoid prosecution based on Kentucky state charges of robbery, marijuana trafficking, and persistent felony offender.

“We are focusing on bringing these fugitives in both to serve justice and to see if Perkins makes
good on a promise to save his son’s life,” said Marshal McCubbin.

Both Perkins and Howard are considered armed and dangerous. A reward of up to $25,000 is being offered for information directly leading to the arrest of either Byron Keith Perkins or Lea Ann Howard. Anyone with information about these fugitives is asked to call the U.S. Marshals at 877-WANTED2

Timeline of Events

August 6, 1997, Federal Arrest Warrant Issued for Randy Yager, a member of the violent “Outlaws” motorcycle gang. The federal RICO charges include multiple charges of murder, firearms and explosives violations, arson, robbery, counterfeiting U.S.
currency, trafficking in stolen vehicles and narcotics.

Fall 1997, Yager and Margaret (Margie) Jelovcic last seen in Las Vegas, Nevada.

Law enforcement officials are seeking information which will lead to the identification and arrest of this unknown suspect.

He is being sought in connection with the attempted kidnapping of an 18-year-old girl in Martins Ferry, Ohio, and the kidnapping and sexual assault of an 11-year-old girl in North Wheeling, West Virginia, both in February of 2007.

The individual is described as a White male, approximately 180 to 200 pounds, with dark hair and dark eyes.

Beginning in March of 2006, a series of armed take-over style bank robberies have been committed by an unknown Black male in the Philadelphia, Pennsylvania, area. A total of at least six robberies are believed to be connected to this suspect. Each robbery is similar in that the suspect enters the bank and removes a semiautomatic handgun from his waistband. He then orders the customers and employees to the floor and makes verbal demands for money. The man then picks one bank employee to remove cash from all of the teller drawers at gunpoint. He provides the teller with what has been described as a purple laundry bag or pillow case in which to place the money. Once he has the money, the suspect exits the bank on foot.

Jon Savarino Schillaci, a convicted sex offender, is wanted for the alleged sexual assault of a young boy in Deerfield, New Hampshire, on November 4, 1999. Schillaci corresponded with the victim’s family while serving time in prison in Texas for previously molesting a young boy. After his release from prison in Texas, the New Hampshire family provided Schillaci a home from which to start his new life. It was while Schillaci was living in this family’s home that he is alleged to have molested the young boy. Schillaci was indicted in Rockingham County Superior Court, Brentwood, New Hampshire, on two counts of aggravated felonious sexual assault and one count of felonious sexual assault, and, on December 16, 1999, a bench warrant was issued for his arrest. On April 7, 2000, a federal arrest warrant charging Schillaci with unlawful flight to avoid prosecution was issued in conjunction with a criminal complaint by the United States District Court, District of New Hampshire.

Edward Eugene Harper is wanted for allegedly having sexual relations with a child under the age of fourteen in Hernando, Mississippi. On April 27, 1994, a state arrest warrant was issued by the Circuit Court of DeSoto County, Mississippi, after Harper was charged with conspiracy to commit sexual battery, child fondling and sexual battery. Harper was arrested and released on bond. On October 31, 1994, Harper’s bond was revoked after he failed to appear for a court hearing. Harper was charged federally with unlawful flight to avoid prosecution and a federal warrant was issued for his arrest on February 5, 1999, by the United States District Court, Northern District of Mississippi.

Edward Claire Reisch is wanted for allegedly sexually abusing a minor female relative who was at his home over the Thanksgiving holiday in Baltimore, Maryland, in 1999. On November 27, 1999, a local arrest warrant was issued for Reisch by the District Court of Maryland for Baltimore City charging Reisch with child abuse, sexual assault, and sodomy. A federal arrest warrant charging Reisch with unlawful flight to avoid prosecution was issued on March 2, 2001.

FBI Top Tenner - A Dangerous Child Predator Who Targets Neighborhood Children

This fugitive from Long Beach CA may be in Colorado or Georgia and is wanted on numerous of sex offences against children and federal charges for producing child pornography.

Long Beach, California police say Richard Goldberg molested six young girls under ten years old from January through May of 2001. They say that he took pictures of himself with the young girls and stored them on his computer. Police fear Goldberg may have disseminated the pornography via the internet.

Police say Goldberg gained the trust of the neighborhood parents, then became a babysitter and “friend” to the kids in the area. Cops say the single man made his home a magnet for children. His backyard had swings and a cage with rabbits and ducks. Inside the house, Goldberg had children’s computer games, kid’s music, art supplies and even children’s soap. He would provide free babysitting to the children and gave them freedom to come over to his house anytime.

Jack Enic Clark is wanted for child sex offences after fleeing on a $125,000 bond from Fairfax County, VA - possibly believed to be in CA - he has made Americas Most Wanted.

Associate Pastor Has A Secret

To the faithful of the Herndon, Va. Pentecostal Church, Jack Clark was a charismatic associate pastor. His father had opened the church, and Clark often led services and offered guidance and support to the tight-knit congregation. But cops say Clark was not the kind of person who should be giving others guidance.

Police say Clark married a woman from the church and the two of them moved to a house nearby. Soon after, cops believe the couple befriended a 12-year-old girl from the congregation — and often invited her over to their home to do various chores in exchange for money.

On the surface, it appeared Clark was simply trying to help out a young girl by giving her the opportunity to earn some extra money. But according to police, his true intentions were not so pure.

Investigators say Jack began earning the girl’s trust by allowing her to watch movies — something strictly forbidden by the church — after his wife went to sleep. Gradually, cops believe Clark began touching the young girl inappropriately, and his actions eventually escalated.

On October 14, 1999, Christopher Lloyd Vineyard and an associate threatened an adult white male with a 9mm handgun and robbed him of his wallet and cell phone.
